STARLIGHT at the 2025 INVICTM Forum in Lisbon

On 21st May 2025, the STARLIGHT project participated in the INVICTM Forum: From Crisis to Collaboration – Strengthening Victim Support through Cooperation, Technology, and Resilience, held in Lisbon. As one of the event sponsors, STARLIGHT supported this important platform for dialogue and exchange on advancing victim support through innovation and collaboration.

As part of the panel Harnessing AI for Supporting Victims of Crime and Law Enforcement Agencies, STARLIGHT’s Project Coordinator Dr Nizar Touleimat (CEA-List) joined Prof Babak Akhgar OBE and Prof Petra Saskia Bayerl (CENTRIC), Filipe Rodrigues (Polícia Judiciária), and Daniel Camara (Ministère de l’Intérieur). The session focused on the role of artificial intelligence in improving support for victims and enhancing the efficiency of law enforcement agencies.

The discussion highlighted AI-driven tools developed within the STARLIGHT project, exploring their application in trauma-informed support, investigation processes, and crime prevention. Legal, ethical, and operational considerations—such as data protection, bias mitigation, and transparency—were also addressed.

The panel also discussed the relevance of the ENACT and AIPAS initiatives. Both offer valuable frameworks for ensuring responsible, accountable AI use in security settings, while emphasising the importance of including citizen and victim perspectives.

Dr Touleimat emphasised that listening to the voices of victims and those who work closely with them is essential to developing meaningful, effective solutions. The STARLIGHT consortium continues to engage with victim support organisations and stakeholders across Europe to ensure that innovation in security is informed, inclusive, and accountable.
